Kerala Non-Creamy Layer Certificate: This certificate can be used to apply for reservations in other backward communities (OBCs) in the state. This certificate allows applicants to prove they belong to the creamy layer and they are OBC members. If the certificate is issued for state govt. If the certificate is for the central govt, the village officer will issue it. It is issued by Tehsildar. Kerala Non-Creamy Certificate Affidavit Form PDF Download

- The applicant must reside in the state and be OBC.
- The parents of the applicant or any of their children must work under the Group C and D of the Central Government.
- The individual may apply if they work under the Central Government's Group B and their parents don't have a steady income.
- Anybody earning less than 8 lakh a year will be eligible for the Non-Creamy Layer, or OBC category.
- His wife can be eligible if her husband is a Central Government worker. The wife's parents cannot have a steady income source.
Documents are required
- Identity Proof (Any-1 - Passport, Aadhaar Card/Voter ID Card, Driving License)
- Recent passport-size photo of Applicant
- Any-1: Proof of address (Ration Card, Electricity Bill or Telephone Bill), Aadhaar Card and Property Tax Receipt
- Other Documents ( Any-1: (a) Caste certificate of relative, if the father's certificate is not available. (b) Documents from the home state that are appropriate in case of migration. (c) For married women, caste certificates before marriage + marriage certificates + proof of name change. (d) Certificates issued by registered Muslim Societies are accepted by the government for Muslims.)

Validity:
The Non-Creamy Layer Certificate (NCL), is only valid for one year. The certificate will count from the date it was received. You will need to apply again for an NCL Certificate after one year.
